"I
accept that some ascents are more difficult than others and that some
might
take more than a day. However, even if there are such mountains, I
am
not certain that it is the Government's duty to encourage people to
climb
them. The activities involved are extremely specialist and
dangerous
operations; only professional mountaineers would undertake
such
climbs and go bivouacking up mountains. Such people currently have
their
own ways of achieving access to mountains and they form a group of
only
half a dozen or a dozen individuals in the United Kingdom".
